Digital Camera

What digital camera would you recommend to buy?
My cousin and I really know nothing about buying a good digital camera. My cousin needs one and she said they are willing to pay up to $ 300 for a camera. She wants one, that has a battery. If you have any suggestions about what good digital camera let me know your thoughts and we could purchase it in its former glory with a good value. Ohh set password, they needed a waterproof digital camera, since we are up to the Philippines, and take the camera to beaches. What is a good waterproof camera?
The Samsung cameras are really good. I had one, the Digimax S500 and I have really good pictures, but I gave it to Mexico on a mission trip and it was wet it stops working. I bought the latest version, the Digimax S630 to green was, but the screen broke. I have an HP camera now and I dont really like it's taking my mother Digimax S630 in silver and in forever. They are like $ 100, but they take 2 x AA Batts, I have the Energizer battery though. But for $ 150, I think, they have some that have recharable battery. I really like the cameras, I have a lot of cameras had, and that high quality, you can also use the option when recording an image that you cannot blink blink twice. I took pictures last year at prom a few months before being soaked in Mexico and I have them printed at Costco and they looked great. I love these cameras, I hope I can make the screen on my green to be repaired before I go on my trip to Sydney in July this year.
